Technology Optimizations

Over the past year, People2.0 has made significant improvements to our technology platforms, enhancing interactions for both clients and contractors. Our key optimizations include: 

  • Onboarding Dashboard — Real-time updates showing worker progress through the onboarding process for both EOR and AOR populations. Contact your Client Services Manager for a demonstration if you need assistance with this feature. 
  • Enhanced Integrations — Upgraded Fieldglass integration for iConnect to our new iConnect2 platform for US and Canada worker vetting, plus automated time capture into People2.0 systems, reducing manual intervention. 
  • Multi-Factor Authentication (MFA) — Our People2.0 Software, where workers onboard and access paystubs and tax forms, now includes MFA for enhanced security. 

Service Enhancements

  • Accounts Receivable Insurance — In today’s business environment, offering credit terms to customers comes with the risk of unpaid invoices. Accounts receivable insurance provides financial protection from losses due to uncollectible receivables.

  • Contractor Survey Results — Our semi-annual contractor survey recently closed. Results will be shared soon and will help shape future program enhancements based on anonymous feedback from contractors throughout their assignment lifecycle.

Legislative Updates

Stay compliant and informed with these key legislative changes affecting US workforce management. 

Washington: Sales Tax on Temporary Staffing Services

Effective October 1, 2025 

On July 28, 2025, the Washington Department of Revenue announced that temporary staffing services will be subject to retail sales tax beginning October 1, 2025. Washington state and local sales tax (approximately 7%-10.6%, depending on location) will be added to temporary staffing services. Recent interim guidance indicates that contracts executed prior to October 1, 2025 may defer the imposition of sales tax until April 1, 2026. Sales tax applies to the full invoice amount. Services provided to licensed hospitals remain exempt.

Maine: Earned Paid Leave Amendment

Effective September 24, 2025 

On July 1, 2025, Maine Governor Janet Mills signed LD 55 into law, amending the state’s earned paid leave statute. The new change increases the maximum leave balances from the current 40 hours to 80 hours at a given time. If you have any questions, please contact the People2.0 Human Resources department.

Maine: Reporting Time Pay Law

Effective September 24, 2025 

Maine Governor Janet Mills signed the new Reporting Time Pay Law (LD 598) into law on June 24, 2025. Effective immediately, the law requires employers to compensate employees with a minimum of four hours of pay at their regular rate if they report to work as scheduled but are dismissed early due to lack of work or other operational decisions. 

This law applies to hourly employees who physically report to a worksite and situations where the employee is sent home without performing their full scheduled shift. Exceptions include weather-related closures or emergencies, employee-requested schedule changes, and pre-scheduled on-call shifts where no work is assigned.

Oregon: OFLA Amendments

Effective September 26, 2025 

Under the OFLA, an employee may take unpaid leave to care for a child who requires care due to illness, injury, or school or child care closure. The amended law defines “child” for leave purposes as an employee’s child who is under the age of 18 or who is substantially limited by a physical or mental impairment that would qualify as a disability under the OFLA.

The OFLA allows an employee to take unpaid leave without prior notice to the employer under certain circumstances. When leave is taken to care for a child due to a school or child care closure, the amended law allows such leave without prior notice unless the closure is due to a public health emergency declared by the Governor at least 30 days before the beginning of the leave. 

To qualify for leave under the OFLA, an employee must work an average of 25 hours or more during the 180 days immediately before the starting date of the leave. The amended law adds an exception to this OFLA eligibility requirement for airline flight crew employees who are based in Oregon, who are subject to the federal regulations applicable to airline flight crew employees, and who meet the federal requirement for hours of service.

Oregon: Paid Sick Leave Expansion

Effective September 26, 2025 

State law allows employees to use sick time for a number of reasons, including any qualifying purpose under the OFLA. The amended law specifies that sick time can also be used for any qualifying purpose under the PLO. As with other sick time used for more than three consecutive scheduled workdays, an employer may require verification from a health care provider if sick time is used for a PLO-qualifying purpose.

2025 People2.0 Member Appreciation Golf Tournament

The People2.0 Annual Member Appreciation Golf Tournament, held on Monday, June 2, was our largest yet, with full attendance—77 participants from 30 staffing and recruiting firms. Both long-term and new members attended, with some sharing their experiences with People2.0 over the years. The event was a great success, and we look forward to next year.

Changes in Worker Relations

The increasingly litigious climate means agencies must be diligent in respecting employment laws and preparing for potential claims from assignment employees. 

What we are seeing: 

  • Assignment employees are more informed about their legal rights 
  • Assignment employees are taking more action, especially during a fluctuating economy and have the support of many attorneys who focus on this area of the law 
  • Legal and MOL claims are on the rise: wrongful dismissal, termination pay or pay in lieu, workplace harassment 

Proactive steps: 

  • Ensure you are using up-to-date documentation and follow stated policies provided to assignment employees 
  • Build strong relationships with your clients and ensure an understanding of roles and responsibilities as outlined in the service agreements 
  • Promptly address worker concerns and grievances and document all interactions 
  • Reach out to People2.0 for assistance sooner 
Clients Pushing for Longer Payment Terms

Longer payment terms can affect your rates as well as the borrowing capabilities of People2.0. The bank loans us money to pay your workers based on our ability to collect timely payments. 

What we are seeing: 

  • Clients are pushing harder for longer payment terms during a fluctuating economy, looking to keep money in their own pockets 
  • Members are saying yes to longer payment terms without client discussions 

Proactive Steps: 

  • Ensure signed agreements are in place clearly outlining payment terms 
  • Have open and honest conversations with your clients about the value of service you and People2.0 provide 
  • They are paying for your services, not for a payroll loan 
  • Talk to the People2.0 Credit team for terms over 30 days to protect your interests and ensure timely payments 
DSO Trends to Watch

There are many factors affecting end client average days to pay. 

What we are seeing: 

  • Summer holidays and company shutdowns traditionally slow down summer payments 
  • The same holds true for year-end holidays 
  • Payments are often delayed in Q3 as companies may hold back to show a healthier year-end close  

Proactive Steps:

  • Ensure signed agreements are in place outlining payment terms so that your collector can work within those terms 
  • Have open and honest conversations with your clients about the payment process so that you have an understanding up front 
  • Communicate any company news to your collector quickly regarding company changes or shutdowns so they can proactively work on payments 

Big Wins

To mark Staffing for Canada Week, ACSESS invited its members’ candidates and field workers to enter an ‘Exceptional Experience Contest’ and share their experience via writing or video. The goal was to highlight professionalism and attention to candidates’ needs and preferences across members in the industry.

Did You Know?

The Importance of Signed Client Agreements

Did you know a signed client agreement should be on file prior to making your first placement with a customer? Having signed an agreement establishes terms and conditions for the services your business agrees to provide to your clients and reduces your risk of financial loss. 

Importance of Agreement: 

  • Confirms the business relationship between both parties 
  • Defines duties and responsibilities of both the staffing firm and end client 
  • Confirms the province that agreement will be governed by 
  • Provides details of available insurance coverage and sets limitations of claims allowance 
  • Outlines payment terms, bill rates and fees 
  • Minimizes financial risk exposure and payment disputes 

Risks of not having a signed agreement: 

  • Increased risk of engaging with clients who have poor credit, leaving your staffing firm with the financial burden for outstanding invoice payments 
  • Payment terms are not outlined, leaving your staffing firm uncertain of when you can expect to get paid 
  • End clients may neglect their responsibilities and not follow legislative requirements such as rest periods, overtime pay, public holiday pay, leaving you open to MOL and human rights claims 
  • Creates a challenge to negotiate new bill rates when there is an increase in labour costs 
  • Clients can hire on your workers at any time without communication and refuse to pay additional buyout fees 
  • Without the direction of authorization, the client has not acknowledged the partnership with People2.0, which increases the risk of not successfully collecting on your accounts
