Keep your Canadian operations up-to-date with these important legislative developments impacting workforce management.

Federal Minimum Wage Increase Starting April 1, 2025 

The government is increasing the federal minimum wage to $17.75 per hour on April 1, 2025—a 2.4% increase.

This increase will ensure salaries for workers in federally regulated private sectors are keeping pace with year-over-year cost of living increases and help Canadians working in part-time, temporary and low- or minimum-wage jobs earn more.

Employers will be required to adjust their payroll information accordingly to ensure that these employees are paid at least the new hourly wage starting April 1. Should the provincial or territorial minimum wage rate exceed the federal rate, employers must pay the higher of the two.

Provincial Minimum Wage Increases 

Effective April 1, the following hourly minimum wage updates will be taking place:

  • New Brunswick increasing to $15.65 from $15.30
  • Nova Scotia increasing to $15.70 from $15.20
  • Newfoundland and Labrador increasing to $16.00 from $15.60
  • Yukon increasing to $17.94 from $17.59

Update: Bill 27 Ontario Licensing 

We are reaching out to provide an update on the ongoing implementation of Bill 27 and the Ontario Licensing Program rolled out last year. As previously outlined, the Ontario government has published its ESA licensing regulations as of May 23, 2023. As background, the Ontario government passed Bill 27, Working for Workers Act, 2021, which introduced a requirement that all staffing firms in Ontario hold a valid license to operate.

As of February 2025, only 45% of licenses have been approved, leaving a substantial number of applicants still awaiting responses. The MOL hopes to have the process complete by April, 2025. The Importance of Managing Work Permits and Expired SINs

While it is great to provide individuals with employment opportunities, it is essential to understand the importance of reviewing and understanding Work Permits and SIN numbers.

All workers in Canada, whether they are citizens, permanent residents, or temporary residents, must have a Social Insurance Number (SIN) to work. It is important to note that SINs for temporary workers always begin with a 9. This indicates that you must request a copy of the work permit for review. Both temporary SINs that begin with a 9 and work permits have expiry dates.

There are two types of work permits that newcomers to Canada can apply for:

  • Open Work Permit: This permit allows workers to work for any employer except one that is listed as ineligible.
  • Employer-Specific Permit: This permit allows the applicant to work in Canada according to the conditions outlined on the permit, including the name of the specific employer, the duration of work, and the location of where they can work. This type of permit requires a copy of the employment contract, a copy of the labor impact assessment, or an offer for employment number.

If a worker’s work permit expires, they can continue working under “maintained status” by providing proof of the application to extend.

  • If the worker is on an Employer-Specific Permit under “maintained status,” they will be required to stay in the same position, with the same employer, and under the same conditions until they receive their updated permit.
  • Workers in maintained status on an Open Work Permit are eligible to continue working in their current position or accept another opportunity.

Please note that having a worker employed with an expired SIN or Work Permit who is not in a ‘maintained status’ will result in repercussions for the employer.

The focus of our Invoicing and Billing Department is to ensure that all invoices are sent out accurately and on time to end-clients. This dedicated team works with our partners and internal People2.0 departments to promptly resolve any billing inquiries or issues that may arise.

Tight deadlines, urgent items, keeping up with requirements from clients, and ever-changing technology.

What is something partners may not know about the invoicing process?

The number of items that are done manually to ensure clients receive their invoices in their preferred format and on time.
