Legislative Update: Australian 2024/2025 Federal Budget Migration Changes

At People2.0, keeping our partners informed about legislative developments that impact workforce management is a top priority. The recently released 2024/2025 Australian Federal Budget includes several major changes to migration laws that could significantly affect how businesses attract and retain overseas talent.

Understanding the Legislation

Overview: The Budget introduces reforms aimed at driving economic growth, enhancing visa integrity, and addressing workforce shortages through adjustments to permanent and temporary visa programs.

Objectives: The key goals are to better manage migration flows, prioritize skilled workers for permanent migration, provide new pathways for young international talent, and streamline visa processing.

Key Provisions:

  • Reduction of the work experience requirement for the Temporary Skill Shortage (subclass 482) visa from 2 years to 1 year.
  • Planning levels for the 2024/2025 permanent Migration Program are set at 185,000 places, with around 70% (132,200 places) allocated to the Skill stream.
  • A new pre-application ballot process for the capped Work and Holiday (subclass 462) visa from China, Vietnam, and India to manage demand.
  • Extension of the Visitor visa (subclass 600) Business Visitor stream validity from 3 years to 5 years for Indian nationals.
  • Introduction of a new National Innovation visa to replace the current Global Talent visa in late 2024.

What It Means for You

Impact Analysis: These changes present significant opportunities for businesses to access a larger pool of skilled workers through permanent and temporary visa pathways. However, managing increased visa application volumes may pose challenges.

Requirements: Employers looking to sponsor skilled overseas workers may need to adapt to new visa criteria and application processes like the pre-application ballots.

Opportunities: The extension of visa validities, lower work experience thresholds, and dedicated visa streams for younger professionals can help employers attract and retain in-demand talent more effectively.
